Effective immediately, the City Dog Pound Fees are as follows:
First Time offenders - $25.00 pick up fee, second time offenders - $50 pick up fee, third time or more offenders pay a $75.00 pick up fee. For each night the offender stays in doggy jail a $25.00 per night stay will be applied excluding weekends and holidays. For the owner to redeem the doggy inmate, the owner must have tags on file or purchase current tags for $10.00, which requires proof of rabies vaccination. Thank you!

Dear Commissioners,
My name is ________________________, and I am a resident of Stockton, Missouri. I am writing to express my concern and to seek the Commission's intervention regarding the electric utility pricing practices that significantly impact our community, particularly those related to peak hour pricing by providers such as Empire District Electric Co., d/b/a Liberty.
In Stockton, as in other parts of Missouri, residents have little choice but to accept the terms set by their electric utility provider. This lack of choice becomes particularly problematic when it comes to the pricing of electricity during peak usage hours. Many of us have noticed an alarming increase in our monthly bills, with my most recent bill reaching _______________, a figure that is becoming increasingly difficult for many in our community to afford.
Concerns and Requests for Commission Action:
Review of Peak Hour Pricing: We are concerned that the current peak hour pricing may not reflect a fair balance between the utility's need to manage demand and the residents' ability to pay. We request that the Commission review these pricing practices to ensure they are just, reasonable, and in the public interest.
Transparency and Fair Rate Setting: The process of setting these rates should be transparent, with ample opportunity for public input and scrutiny. We ask the Commission to ensure that utility rates, especially during peak hours, are set in a manner that is fair and understandable to all consumers.
Population Decline: The financial strain caused by high utility bills is not just an individual concern. The increasingly high cost of our electricity bills and the unreasonable rates allowed during peak hours when we are required to use our electricity has contributed to a decline in Stockton’s population and deterred residents from coming back. We urge the Commission to consider the broader impact of utility pricing on the sustainability and growth of small Missouri towns and cities such as Stockton.
Alternative Solutions and Public Participation: We are interested in exploring alternative solutions that could alleviate the burden of high peak hour rates. This includes demand response programs, energy efficiency incentives, and increased use of renewable energy sources. We also request more opportunities for public participation in discussions and decisions regarding utility services and pricing.
Residents of Stockton and other Missouri communities rely on the Missouri Public Service Commission to protect their interests and to ensure that our utility services are provided in a manner that is fair, affordable, and sustainable. We respectfully request that the Commission undertake a thorough review of electric utility pricing practices, with a particular focus on peak hour rates, and to take appropriate action to address any injustices or inefficiencies found.
